#   (new FD_SCALE = old FD_SCALE * correction).
# Times are UT; the fit is based upon time differences in seconds and
#   OBS_DIST in AU.
# Qual must be either 1, which means the fit coefficients are preliminary,
#   or 2, which means the fit coefficients are definitive.
#
# The first five entries must be present in a line, or the entry is ignored;
#   missing subsequent entries are assumed to be 1.0 (a0) or 0.0.
# Lines may be continued with a backslash
# The entries need not be strictly time-sequenced nor disjoint in intervals of
#   applicability; but in cases of overlap the first entry matching a given
#   time will be applied.
#
# Separate entries should be made for each period in a given focus stop,
#   and also for periods in the same focus stop for which different sets
#   of parameters provide better fits.
