Title: Shorter delay than usual between TSTOL procedures k_idtomm and 
m_fl_strdm5k.

Reason: MDI team would like more dynamics data during the 90 degree roll.

Description: During short pass from 06:15 to 07:55 UT on 21 May 1996, please 
run the usual TSTOL procedure m_fl_strdm5k but wait only 5 minutes instaed of 
10-15 minutes after the usual TSTOL procedure k_idtomm.  (The 5 minute wait 
is still desired, to send down the stored magnetograms)
