Title:  Start MDI Dynamics Mode

Reason: We would like to test our modified Dyanmics Observing program.  The 
NRT session did not extend far enough beyond the VC2 start to begin Dynamics.

Description: Execute the following TSTOL Procedure

 		m_fl_strdm5k.prc 

to put the MDI instrument into Dynamics Mode.
