Title: Check MDI Interval Counter for Idle Transition

Reason: Checking the Interval Counter Value before doing a transition to IDLE 
is helpful so MDI does not lose any mangetograms.

Description: On the DEP-IP Status Page on the left column is Interval Counter.
This number updates each minute, and goes from 1-96. From 1-30 MDI takes a 
magnetogram then downlinks it, so from 30-90 is the best time to transition.
