Subject: ocd for momentum management

Title of Change:  MDI Preps for momentum management

Reason For Change:  The following steps will take the necessary steps
to prevent damage to MDI during the momentum management while 
minimizing the loss of data.


Description of Change:

In preparation for the momentum management:

MDI Front Door to remain open
Observing sequence continued
Telemetry in "high rate" either VC2 or VC3

The following should be done as close to the actual momentum management
as possible to minimize the impact on the 2 month continuous dynamics 
data.  Conversations between the SOC and the FOT indicated that this
could be done within 15 minutes of the momentum management or less.

Notify MDI that the command is about to be sent.
Send MDI block telecommand "MBLTOPNL" (Opens the ISS Loop)
Verify  mkltloop = Open
Notify MDI that the ISS Loop has been opened

After the momentum management:

Again the following should be done as close after the end of momentum 
management as possible and the FOT has informed the SOC that it should 
be done within 15 minutes of the momentum mangement or less.

Notify MDI that the command is about to be sent.
MDI block telecommand "MBLTCLSL"  (Closes the ISS Loop)
Verify mkltloop = Closed
Notify MDI that the ISS Loop has been closed
