Title: Omission of MDI TSTOL safe procedure before momentum management maneuver

Reason: The impact of the planned maneuver is small (because the total thruster
firing is less than 10 sec in duration) compared to possible risk of not being
able to reopen the door.

Description: TSTOL procedure m_fl_safe will be omitted from script.  MDI team 
will execute the stop sequence and open loop for Image Stablization System 
during shared NRT.  MDI door will be left open.
