Title: Please be sure to run strdm5k after VC2 transition this weekend

Reason: We are not running (as has been our wont) campaigns during VC2/VC3 
intervals - this weekend, we are running a special calibration mode test of the
structure program.

Description: Beginning on Saturday the 6th of April through 15:00 UT on Monday
the 8th of April, please run the TSTOL procedure m_fl_strdm5k 10 minutes after
any transition from idle to MDI-M (via the TSTOL procedure k_idtomm).  After 
this weekend, please return to the policy of omitting strtdyn or strdm5k 
without specific instruction to the contrary from the MDI team.
