Title: Running m_fl_strtdyn on weekend of Feb 17 & 18 if we transition to IDLE

Reason: Test of science operation mode

Description: If during the weekend of Feb 17th & 18th, after the offpointing 
test, we transition to IDLE at anytime MDI requires that the procedure 
m_fl_strtdyn be run 15 minutes after VC2 starts back up.
