Title: Unlock MDI image stablization system loop before roll from 90 degrees 
back to 0 degrees.

Reason: The MDI ISS was locked for calibrations/observations at 90 degrees.  
It should be unlocked for safety before the roll is performed.

Description: Before the roll from 90 degrees to 45 degrees in the 14:25 to 
17:00 UT pass on 21 May 1996, the FOT should please issue the command 
tcblock mbltopml.
