Title: Require ~ 1 hr VC2 on 13-Apr around 19:00 UT and ~ 15 min NRT-d

Reason: MDI is performing very delicate ISS optimization tests tomorrow (Sat 
13 Apr) which require VC2 and 15 minutes of dedicated NRT

Description: We require approximately 1 hr of VC2 on Sat 13-Apr starting at 
19:00 UT and 15 minutes of NRT-d 25 minutes into the VC1, 1 hr period.  MDI 
is performing ISS optimization test which require dedicated commanding time 
for 15 minutes.
