Title: VC2 During Long Contacts

Reason: MDI needs additional VC2 for fixing software problems

Description: MDI asks for the following pattern during the long contact passes
from May 10-15th.  (Times are approximations - check with MDI)

	1. NRT
	2. When SSR dump finished, MDI would like ~30 minutes of VC2
 	3. Switch to VC3 for ~3 hours of NRT
	4. THen after ~3 hours, switch to VC2 again for ~30 minutes
