Title: VC2 During Long Contacts

Reason: MDI needs additional VC2 for testing and fixing software problems from
May 15 to the beginning of 2 month continuous run, May 24, if possible.

Description: MDI requires the following pattern during the long contacts from 
May 15, 1996 to May 24, 1996 as possible before the continuous run:

	1. NRT
	2. When SSR dump finished, MDI would like ~30 minutes of VC2
 	3. Switch to VC3 for ~3 hours of NRT
	4. THen after ~3 hours, switch to VC2 again for ~30 minutes
