Title: Require 30 minutes of VC2 at beginning of contact & 30 minutes 2 to 3 
hours into the pass from now until beginning of 2 month continuous run

Reason: MDI needs the VC2 periods for fixing newly discovered problems in 
onboard software & to prepare for the 2 month continuous contact.

Description: MDI requires 30 minutes of VC2 at the beginning of long contacts 
& 30 minutes of VC2 2 to 3 hours into the long contact everyday from May 9 1996
to the beginning of the 2 month continuous run which begins May 24 1996.
