Title: Need VC2 periods during short as well as long contacts

Reason: For routine monitoring of instrument health, safety, and performance

Description: MDI Requests for Holiday Break (Dec 22, 1995 ---> Jan 4, 1996)

MDI requests periods of VC2 telemetry during all contacts, as follows:

	1. 10 minutes of VC2 after the SSR dump during the short contacts

	2. 20 minutes of VC2 both after the SSR dump (before VC3) and before 
	   SSR Record (after VC3) durin ghte long contacts (i.e. greater than
	   4 hours)
