gather_15qual

gather_15qual makes the lev1.5 log file.

The gather lists should include only

• T_REC
• T_OBS
• SOURCE
• QUALITY
• QUAL_VLD
• T_QUAL

The appropriate keywords should be brought in from the level 1 log files for the SOURCE DPCs in the observable definition.

gather_15qual must set the 'record missing' bit in QUALITY in the level 1.5 log file:

• Bit 1 in QUALITY should be set to 0 if a record exists for the target time.
• Bit 1 in QUALITY should be set to 1 if the record does not exist for the target time.
• Bit 1 of QUAL_VLD should be set to 1.
